Abstract

Despite the comprehensive development that the cities of the governorates in Egypt are witnessing, the slum areas still suffer from poor construction and living conditions, which deepen their development problems in relation to other residential areas in the city. What helped the continuation of this deterioration and its widening, is the clear contradiction between the social and political perspectives with regard to the development and upgrading of these areas with the modest capabilities of the state and its monitoring and planning role in controlling the accumulation of this problem, and its escalation. The inaction of the executive agencies, especially those associated with the localities, in the development processes and the increase in the number of people looking for housing from within the cities and from different villages has led to an increase in the growth of many random outposts, where it is easy to build on unlicensed lands, In addition to the activity of squatters and brokers and their ability to market these residential units.

We find that the effort to develop slums is a complex effort that requires the concerted efforts of government agencies; including executives, civil associations, and technical support bodies, with full societal participation of citizens, in order for it to bear fruit. In this context, the research deals with an introduction to the concept of comprehensive development of unplanned slum areas, understanding their roots, and developing strategies to deal with them, between a social and economic perspective that meets their needs and corresponds to their capabilities, and between what the state imposes on specific policies and legislation, and develops the idea of urban development and the development of slums in the concept of participation.

Therefore, the present study deals with how to develop an integrated program through a comprehensive evaluation matrix through which methods of intervention and upgrading of those slum areas can be evaluated with the concept of comprehensive integrated development by providing an appropriate housing environment for them through a social perspective that ensures their participation in the planning and executive decisions of those areas without conflict With the state’s policies and the economics of implementation, in addition to the effective presence of the engineering departments responsible for implementation, to ensure the development of new visions for expansion in line with its aesthetics, morphology and urban planning.
